EHR Reporting Program

The 21st Century Cures Act specified requirements in section 4002(c) to establish the Electronic Health Record (EHR) Reporting Program. Data collected and reported under the program will address information gaps in the health IT marketplace and provide insights on how certified health IT is being used.

Developer-Reported Measures

ONC contracted with the Urban Institute and its subcontractor, HealthTech Solutions, to engage stakeholders and identify potential measures for the EHR Reporting Program, which developers of certified health IT would be required to report on as a Condition and Maintenance of Certification under the ONC Health IT Certification Program.  

In December 2021, the Urban Institute and HealthTech Solutions team delivered a set of developer-reported measures for ONC to consider. These measures represent the final product of the Urban Institute’s work under contract with ONC.

Voluntary User-Reported Measures 

The Urban Institute and HealthTech Solutions team completed the development of voluntary user-reported measures. The user-reported measures were based on stakeholder engagement from August 2018 to January 2020 and were published on October 13, 2020. ONC does not plan further implementation of these voluntary user-reported measures at this time. You can review these measures and the process of developing them on the Urban Institute website.
